Syria Break impasse in Security Council avoid situation spiraling out of control

“I have also been closely following developments in the Security Council and regret that the Council has so far been unable to reach agreement on this issue,” Secretary-General António Guterres said in a statement issued late Wednesday night.“Let us not forget that, ultimately, our efforts must be about ending the terrible suffering of the Syrian people,” he added.Mr. Guterres said that he called the ambassadors of the five permanent Council members – China, France, Russia, the United Kingdom and the United States – on Wednesday to reiterate his “deep concern about the risks of the current impasse” and stressed the need to “avoid the situation spiraling out of control.”On Tuesday, the 15-member body voted on three separate draft resolutions in response to recent allegations of a chemical weapons attack in the Syrian town of Douma. None of the texts garnered enough support. The first draft considered today – penned by the United States – which would have established a new investigative mechanism for one year, as well as identify those responsible for the use of chemical weapons, was rejected owing to a negative vote – or veto – from Russia.Similarly, a competing draft – penned by Russia – which would have established the mechanism for one year as well but would have given the Security Council the responsibility to assign accountability for the use of chemical weapons in Syria, was also not adopted. The Council rejected a third text – also proposed by Russia – which concerned the work of the fact-finding mission of the Organization for the Prohibition of Chemical Weapons (OPCW), the implementing body of the Chemical Weapons Convention (CWC), which entered into force in 1997.Despite the deadlock in the Security Council, OPCW has said that it would shortly send a team to Syria to “establish the facts” surrounding the incident. On Wednesday, the UN World Health Organization (WHO) said that it has received reports that an estimated 500 patients at Syrian health facilities have exhibited signs and symptoms consistent with exposure to toxic chemicals, after the shelling of a Damascus suburb over the weekend.WHO has demanded immediate unhindered access to the area to provide care to those affected, to assess the health impacts, and to deliver a comprehensive public health response. read more

Chinese hacker guilty of 100 million software piracy

first_imgXiang Li probably thought that he had a pretty sweet life. He managed to crack all sorts of expensive commercial software, which he sold on his website, Crack99.com. It’s the kind of activity that any US citizen would be crazy to even attempt, but since Li lived in Sichuan, China, it was pretty easy for him to evade American scrutiny.Unfortunately for him, US Immigration and Customs Enforcement (ICE) decided to track him down anyway. Undercover ICE agents lured him to the remote US territory of the Northern Mariana Islands where they pretended to buy counterfeit software from Li, but instead ended up arresting him.Since then, they received a warrant and have poured through 25,000 emails from Li’s Gmail account. According to ICE, Li sold pirate versions of software that was used for industrial and governmental purposes like aerospace simulation, computer-aided manufacturing, and defense systems. Li had verifiable records of collecting at least $60,000 in sales of the bootleg products to US customers. The commercial value of these products is, of course, much greater. At least two of Li’s customers were also incriminated as part of the investigation. NASA engineer Cosburn Wedderburn, and US defense contractor Wronald Best, have pleaded guilty to copyright infringement after they knowingly bought pirated software from Li — software that should have collectively cost them nearly $2 million. Cosburn and Wedderburn represent just a couple of the more than 325 buyers who found their way to Li’s website between 2008 and 2011. His reach spanned not just to the US, but several other continents as well. His pirate software ring was detailed in a PDF file released by ICE.Li faces up to a $250,000 fine in addition to as many as 25 years in prison. ICE officials called it one of the “most significant” copyright infringement cases it has ever uncovered, so don’t expect him to to walk away with just a slap on the wrist.More at ICElast_img read more

Geek 101 How to make GIFs as easily as possible

first_imgLike some kind of terrible blast from the user-made AOL pages of yore, animated GIFs have made a huge comeback. If you want to get in on the craze, it barely takes any amount of elbow grease nowadays. The level of complexity put into making an animated GIF depends on the type you want. If you have a bunch of still images and just want something to string them all together and provide you with control over the speed settings, Make A Gif does the job with ease. The site also allows you to make an animated GIF up to 40 frames using recorded video from your webcam, if you really mean “mfw” as you type it all over 4chan and Reddit. Though extremely simple, Make A Gif is also extremely limited, and you won’t be able to make a GIF out of a funny scene on a YouTube video, or create something longer than 40 frames.Back in the dark ages, you had to edit video files to the proper segment using software like iMovie, then had to load the video into Photoshop, then play with various settings in order to find a happy balance of file size and quality. You can still do this if you’re some kind of GIF mad scientist and create GIFs with a file size larger than a 1080p episode of Game of Thrones, but this is 2013 and you should be more savvy than that. You can use YT2GIF to quickly and painlessly grab a scene from a YouTube video — let’s say Shaye Saint John’s Hand Thing, because we’re all cool internet people here — and turn it into a GIF.How to make a GIF from a Youtube video:Copy your YouTube link into the specified prompt, and a few sliders will appear.Slide your start and end times to the desired portion of the video. Unfortunately, it appears you can’t type in specific times, but you can adjust the slider with a mouse, then use your keyboard’s arrow keys for fine tuning.Adjust the GIF length to slow down or speed up the animation.Adjust the GIF size and quality to get a desired balance. Then, simply click create, and if the GIF’s size is too big to upload to Imgur (it likely will be), it is made available for a few minutes, and you can download it locally to do with what you wish.Easy peasy:The above GIF is only a few seconds long, and set to the lowest quality; it’s still 1.6MB, which isn’t too big in 2013, but your phone’s 3G data connection won’t be thrilled trying to load it (or a string of them) on the bus. Now that you know how to create a GIF, go out into the big, open internet and create art out of unsettling scenes from videos you found stuffed into a very strange corner of the web.last_img read more

DICJ vetos Macau Canidrome extension request

first_img Solving the problem 300-seat cap revealed for 2019 Asian Gaming Power 50 Gala Dinner at Galaxy Macau Macau’s gaming regulator has vetoed an application by Macau (Yat Yuen) Canidrome Co Ltd for a 120-day extension on the use of facilities at its controversial dog racing track, ruling that the company must completely vacate the premises by the original 20 July deadline for closure. The Canidrome, owned by SJM Co-Chairman and Executive Director Angela Leong, had requested the extension earlier this week in order to provide more time to find homes for the 650 greyhounds in its care. But after forwarding Macau (Yat Yuen) Canidrome Co Ltd’s documents to the Land, Public Works and Transport Bureau for consideration, the DICJ issued a statement on Thursday declaring that no extension would be granted.“After comprehensive consideration, the DICJ has decided to veto,” the regulator said. “The DICJ reiterates that the dog club must move out of the original site no later than 20 July 2018.”The DICJ made no comment on a secondary proposal by Macau (Yat Yuen) Canidrome Co to use empty stables at Macau Jockey Club for the temporary housing of greyhounds, having previously stated that an application must be made “by Macau Jockey Club to the authority for the supervision of land use and must be approved by the authority responsible for animal protection and management.”However, it did issue a scathing assessment of the Canidrome’s performance, stating that it failed to live up to the public’s animal welfare expectations and that “other regions have gradually stopped dog racing activities.”The DICJ added that dog racing didn’t contribute to Macau’s push to become the world center for tourism and leisure, while it called a plan touted by Macau (Yat Yuen) Canidrome Co Ltd in June 2017 to replace local greyhound races with live broadcasts of overseas races and virtual races as changing “the leisure and tourism elements of the dogs into pure gambling activities, failing to comply with the SAR Government’s responsible gambling policy.”According to the Canidrome, only 127 adoption requests for its greyhounds have been received so far. Netflix Tech Stocks Recover a Bit After Brutal Market Selloff

first_img Popular on Variety Tech investors turned more bullish Friday following a steep drop in tech and media stocks over the past two days, as they looked to snap up promising bargains.Shares of Netflix jumped more than 5% and Snap was up over 7% in early trading, while Facebook (+1.7%), Amazon (+4%), Apple (+3%), and Twitter (+3.6%) all climbed as well. Shares of Alphabet, parent company of Google, were up 2.8%.[UPDATE: Netflix closed the day up 5.75%, with others gainers including Snap (+5.4%), Amazon (+4%), Twitter (+3.7%) Apple (3.6%) and Alphabet (+2.85%). Facebook nosed up 0.25% by the end the session after sinking into negative territory much of the day.]Analysts attributed this week’s earlier broad stock-market pullback as a response to recent signals from the Federal Reserve that it would tighten fiscal policy and fears it might raise interest rates. Shares of Netflix had fallen more than 11% over the past week, before ending down 3.4% versus Oct. 5. Friday’s $339.56-per-share closing price was 17% off its all-time highs in June. “We view the recent sell-off [of Netflix] as an opportunity to own a high-quality, recurring revenue franchise with attractive upside potential,” Citi analysts led by Kevin Toomey wrote in a note Friday. Citi upgraded Netflix (from “hold” to “buy”) and maintained its 12-month price target of $375 per share. The streamer, scheduled to report Q3 earnings on Tuesday, Oct. 16, should post solid numbers and is expected to turn in a “modest beat” on subscriber growth, Wedbush Securities analyst Michael Pachter wrote in a note. Netflix’s Q3 forecast calls for a gain of 650,000 net new U.S. streaming subs and 4.35 million internationally.“We think that the quality of new originals content this year, the increased breadth and pace of releases throughout Q3… and a ramp in international marketing will result in global net subs additions above last year’s levels,” Pachter wrote.Snap — whose stock hit a record-low closing price of $6.59 per share Wednesday — was lifted by upbeat sentiment from analysts who see the selloff off an opportunity. The Snapchat parent has been beset with concerns about declining usage and that it’s “quickly running out of money,” as MoffettNathanson’s Michael Nathanson wrote in an Oct. 9 research note, adding that “Our math suggests a capital raise is needed in the middle to end of 2019.”On Friday, Pivotal Research analyst Brian Wieser upgraded Snap from “hold” to “buy,” citing data showing a widening user base even though Snapchatters are on average spending less time on the platform. He also said Snap could become “an attractive candidate” to go private at the stock’s current lows.“Our take is that it is not too late for [Snap] management to find ways to reverse recent usage trends and generally improve monetization regardless of those usage trends,” Wieser wrote in a note. “With ongoing experimentation, we have some faith that they should be able to do both.”Wieser also upgraded his rating on Twitter from “sell” to “hold” based on the recent decline in the social network’s stock price.center_img ×Actors Reveal Their Favorite Disney PrincessesSeveral actors, like Daisy Ridley, Awkwafina, Jeff Goldblum and Gina Rodriguez, reveal their favorite Disney princesses. ECHR finds inadmissible a claim that former AG did not do enough

first_imgA CHARGE that former attorney-general Petros Clerides had not done enough to hold former President Demetris Christofias accountable for his involvement in the Mari naval blast six years ago has been deemed inadmissible by the European Court of Human Rights.A statement by the legal services said the two sons and widow of Michael Herakleous, a naval officer who died in 2011 together with 12 other firemen and navy personnel in the blast at Evangelos Florakis naval base when 98 containers of munitions exploded, had taken the case to the ECHR.Their grievance was that the independent investigation carried out by Polys Polyviou pointed the finger at Christofias, suggesting he was guilty of ordering to keep the munitions, which had been confiscated in 2009 from a Cyprus-flagged ship en route to Syria and left exposed to the elements for two years. The ECHR decision outlines Polyviou’s findings which say “the president bore the greatest responsibility for the inadequacy, negligence and remissness that had been shown, and had failed to take care of or at least take basic measures to ensure the security of the citizens of the Republic of Cyprus, and in particular that of the soldiers and firemen in question.”“The fate of the cargo had been decided by the executive, which, headed by the president, had completely failed to take the necessary measures to handle the matter, including keeping the cargo safe in Cyprus.”Following the findings, families of the victims had called on former attorney-general Petros Clerides to lift Christofias’ immunity so he could be brought to court.Although criminal proceedings were brought for six high ranking officials, Christofias was not one of them.Nevertheless, the ECHR ruled that Polyviou’s “findings and recommendations were not binding. He could not determine or establish legal or criminal responsibility.”“It is the Attorney-General, an independent officer, who decides whether there is enough evidence to justify criminal proceedings in respect of a particular person.”Additionally, it is not the ECHR’s role to interpret the constitution and “decide whether, in the circumstances, the Attorney-General could or should have lifted the President’s immunity, opening the way to a police investigation.”The court could not say that local authorities had “failed to conduct an effective investigation capable of leading to the establishment of the facts and identifying and, if appropriate, punishing those responsible.”Clerides, who resigned from his post before he was set to retire, had received harsh criticism for his decision not to lift Christofias’ immunity – who to this day claims his innocence.Former defence minister Costas Papacostas was sentenced to five years in jail in 2013 on charges of manslaughter. He was transferred to Nicosia general hospital under guard, citing serious health problems, and died while serving time.Firemen Andreas Nicolaou and Charalambos Charalambous, and commander of the disaster response team Emak, Andreas Loizides, were found guilty of causing death due to reckless and dangerous acts and sentenced to two years each. You May LikeFigLeaf Beta AppHow to Become Fully Anonymous Online in Less Than 3 Minutes? on par with Hillary Clinton’s performance in Virginia last fall and with current Gov Terry McAuliffe’s in 2013 Clinton beat Trump in Virginia by 5 pointsThe exit polling also showed Northam winning roughly 7 in 10 voters in the District’s suburbs including the populous exurbs of Loudoun and Prince William counties That’s a slightly higher edge than Clinton won there last year Northam also had a roughly 20-point advantage in his home turf of Hampton RoadsIn the mountainous and western parts of the state 7 in 10 voters supported Gillespie in the preliminary exit polling – but there are far fewer people in those regionsThe race was closer in central parts of the state as well as areas from the southern border up to RichmondNortham was counting on high turnout in Virginia’s populous diverse urban areas particularly among African-American voters Gillespie fought hard to eat into the growing Democratic base in Northern Virginia as well as to motivate the largely rural white voters who had supported Donald Trump in last fall’s presidential raceIt was a tricky needle for Gillespie to thread He had resisted even talking about the president for much of the race while Northam called Trump a "narcissistic maniac" and pledged to be a bulwark against his policies in VirginiaBut Gillespie made a late pivot toward Trumpian tactics that seemed to energize his campaign promising to defend Confederate heritage and airing ads that raised the specter of violence from illegal immigrantsTrump who never campaigned in Virginia for Gillespie tweeted about the race several times Tuesday morning"Ralph Northam will allow crime to be rampant in Virginia" Trump wrote on Twitter If the Republican wins Trump said "MS-13 and crime will be gone" He was referring to the MS-13 street gang that has featured prominently in Gillespie ads raising fears of violence and illegal immigrationThose ads seemed to take a pivotal place in the race appealing to some as an honest take on very real fears in suburban neighborhoods and condemned by others as Willie Horton-style race-baiting"I didn’t think any of the ads in any of the races were good It was a race to the bottom" said Morgan Broman who is retired and accompanied his 18-year-old son as he voted for the first time at the Mt Vernon Recreation Center in Alexandria "Ralph Northam is not a member of MS-13 as far as I know" Broman voted for the Democratic ticketBut at Beville Middle School in Woodbridge Republican voter Barbara Cottman said she worried that Gillespie didn’t go far enough with a law-and-order message "I believe in.
