201112 Public Accounts Show Provinces Finances Improving

first_imgNova Scotia is on the right path to becoming a stronger province as its finances continue to improve year after year. The province released its public accounts for 2011-12 today, Aug. 2, ending the year with a deficit of $248.5 million. This is an improvement of $141.1 million from the budget estimate. “Nova Scotia families and businesses will reap the benefits as the province’s finances become increasingly more stable and sustainable,” said Finance Minister Maureen MacDonald. “Our four-year plan is on track and it’s working. This government is helping to build a strong economy through careful management of the province’s finances and sound investments. “Credit-rating agencies are recognizing our progress and national and international companies are bringing good jobs by expanding their operations here.” Total revenues in 2011-12 were $9.7 billion, an increase of $137.8 million over estimate. Revenues were $245.8 million lower than the previous year, primarily because of lower corporate income tax revenues, petroleum royalties and recoveries, and decreases in other federal sources. Total expenses in 2011-12 were $9.9 billion, a decrease of $3.2 million from estimate. Expenses were $588.1 million more than the previous year, because $293.7 million in assistance to universities was reinstated and funding to Health and Wellness, Education, and Community Services increased. 2011-12 marked the third year in a row that departmental spending came in under budget. “All Nova Scotians have shared in the challenge of getting the province back to balance, and that discipline is paying off,” added Ms. MacDonald. “This government crafted a plan to fix the financial situation it inherited, and we are sticking to that plan.” Additional appropriations, approval to cover unbudgeted expenses, continue to trend lower than past years. In 2011-12, they were $49.6 million, $13.9 million lower than last year, and significantly less than the annual average of $276.9 million between 1999 and 2009. In April 2011, it was estimated that the province’s net debt at the end of 2011-12 would be $13.7 billion. Nova Scotia’s net debt was $13.2 billion at March 31, 2012, an improvement of $500 million from the April 2011 estimate and an increase of $485.2 million over the previous year. This year-over-year increase is due to the $248.5 million deficit and $245.3 million net investment in tangible capital assets, offset by a net decrease of $8.6 million in other non-financial assets. The province’s net debt to gross domestic product ratio, a key indicator of economic health, decreased 0.1 per cent from 35.1 per cent in 2011 to 35 per cent in 2012. The consolidated financial statements for the fiscal year ended March 31, 2012 are prepared in accordance with generally accepted accounting principles for the public sector. Nova Scotia’s auditor general has provided an unqualified auditor’s report, included in Public Accounts Volume 1. The other documents released today include Volume 2 – Agencies and Funds, and Volume 3 – Supplementary Information. The public accounts documents are available online at www.novascotia.ca/finance/en/home/publications/publicaccounts. Several large entities have fulfilled their 2011-12 requirements under the Public Sector Compensation Disclosure Act today. The province introduced the act in 2010, requiring public sector organizations to disclose individual compensation of more than $100,000 in an audited statement posted to a publicly accessible website. “This is about transparency in how tax dollars are spent across the public sector,” said Ms. MacDonald. “I’m proud that we are one of the few provinces where citizens readily have access to this information.” A list of the organizations that fall under this legislation can be found at www.novascotia.ca/finance/en/home/publications/pscd/organizations .last_img read more

first_imgBURNABY, B.C. – Police say they are investigating a possible murder after the body of a 13-year-old girl was found in a wooded area of a popular suburban Vancouver park.Cpl. Meghan Foster with the Integrated Homicide Investigation Team said Marissa Shen’s family contacted RCMP late Tuesday night, reporting the girl missing.Shen’s body was found early Wednesday morning in some brush on the southeast side of Central Park in Burnaby. The scene suggested the teen may have been the victim of a homicide, Foster told a news conference Wednesday afternoon.“It’s still early in the investigation. Right now, this death is a suspicious death,” she said.An autopsy is being conducted to determine what caused Shen’s death. The girl was last seen at her family’s home near the crime scene around 1 p.m., and Shen wasn’t in distress when she was last contacted by phone at 5 p.m., Foster said. The officer would not reveal any specifics about the phone conversation or who the teenager spoke with Tuesday afternoon.Police wouldn’t say what Shen was believed to be out doing but Foster added the girl was on summer break, waiting to start high school in the fall.Police are asking anyone who saw Shen between 1 p.m. and 1 a.m., or anyone who witnessed suspicious circumstances in the park to call investigators.“We understand there will be many questions, but until we know more and can provide more updates, we ask that the public remain vigilant,” Foster said.“This is an opportunity to remind your kids, and all members of your family, in fact, about the importance of personal safety and to not take it for granted.”Police released a photo of the young Asian girl wearing a black sailor-style top and red tie. Her long, dark hair was parted in the middle and reached past her shoulders.Officers had cordoned off the south perimeter of the park Wednesday, but the remainder of the park remained opened to the public.A trail north of a Pitch and Putt in the park was closed off and police could be seen patrolling, but golfers were still allowed to play on the green.Area resident Jazmin Aure, 20, said she was surprised to learn of the death, adding that type of violence “doesn’t happen here.”“We go on walks here, we bike around here. My family, they love it here,” she said.Aure said the park isn’t lit at night and she wouldn’t attempt walking through the tree-lined trails even as a shortcut. But she called the area safe and in the five years she’s lived down the street from the park, Aure said there hadn’t been a similar incident she could recall.RCMP said the current risk to the public is unknown because details in the case are minimal.last_img read more

John Lennons sons and Yoko Ono revive Give Peace a Chance to

3 November 2009Celebrating the 40th anniversary of John Lennon and Yoko Ono recording the anti-war anthem Give Peace a Chance with the Plastic Ono Band, the United Nations announced today that the proceeds from the release of a commemorative single will garner funds for its peacebuilding efforts in countries emerging from conflict. Yoko Ono – the former Beatle’s wife and artistic collaborator – along with his sons, Sean and Julian Lennon have partnered with music industry giants, EMI and Sony, to give the net profits from the sale of the song to the UN Peacebuilding Fund (PBF).The special anniversary edition digital single will be available to download from iTunes through the end of the year.“I am delighted to see that a song so closely identified with the pursuit of peace, will shine a light on the United Nations’ peacebuilding efforts and financially support PBF projects,” said UN Peacebuilding Commission (PBC) Chairperson Ambassador Heraldo Muñoz of Chile. The song was written in 1969 during the late Mr. Lennon’s and Ms. Ono’s famous week-long “bed-in” protest against the Viet Nam War, in which they lay on their honeymoon bed and courted the world’s media at the Amsterdam Hilton Hotel.Profits from the song – sung by over 500,000 people at the anti-Viet Nam War demonstration later that year in Washington, DC – will benefit the PBC, which was established in 2005 to bolster countries in their bid to rebuild after conflict, reconcile divisions and prevent them from relapsing into bloodshed.Mr. Muñoz told reporters in New York that the Peacebuilding Fund paid for projects in countries emerging from conflict, so as to show people a quick peace dividend, as opposed to larger, development-oriented projects. He thanked Member States, including middle-income countries, which had contributed well over $300 million to the Fund, but stressed that, for the mechanism to be truly effective, other sources of money were needed. “We want private individuals, philanthropists to assist in this effort that belongs to all of us,” said Mr. Muñoz. “Yoko Ono has been a fundamental moving force in allowing this gift to the United Nations peacebuilding effort, and I thank her personally for what she has done.” So far, the Fund has provided financial help for the countries on the Commission’s agenda – Sierra Leone, Burundi, Central African Republic (CAR) and Guinea-Bissau – as well as some 14 other countries that were emerging from conflict. read more

Steph Curry Is On Pace To Hit 102 Home Runs

But rarely, if ever, do they fall by such an enormous margin as the one Curry is building this year. Take, for example, baseball’s single-season home run record. When Roger Maris bested Babe Ruth’s record in 1961, he did so by a single home run — increasing the record by about 1.7 percent. In the summer of 1998, when Mark McGwire and Sammy Sosa raced each other to a new historic high, the mark finally settled at 70 — increasing the record by about 14.8 percent. In 2001, Barry Bonds drove the record up to 73 — an increase of about 4.3 percent.Scan through cumulative single-season records for other sports and athletic feats, and it is tough to find any current record that was set by such a wide margin as Curry’s new 3-point record projects to be. NHLPoints215301 NFLReceptions143200 NFLRushing yards2,1052,947 SPORTFEATCURRENT RECORDNEW RECORD WITH 40% INCREASE MLBBondsHome runs734.319.719.7 These are imperfect analogues. Someone hitting 102 home runs or rushing for more than 2,900 yards in a season is an absurd proposition. There is an entirely different set of variables that determines the feasibility of scoring 129 goals or throwing for 77 touchdowns than there is for hitting 400 3-pointers. One of those variables is how much competitors value the stat in question. No one questions whether a marathon runner is trying to run the fastest marathon possible, just as no one who ever watched Adam Dunn swing a bat would tell you there aren’t players who want nothing more than to hit as many dingers as they can in their time on this earth. But if some intrepid dingus decided he was going to set the NFL record for attempted laterals, there wouldn’t be much to stop him.In Curry’s case, his record-setting pace is both a reflection of his own individual brilliance and the changing climate of the NBA. Three-point attempts have been surging across the entire league for years and Curry has been out in front, pushing the boundaries of what’s acceptable offensive strategy. Larry Bird is widely regarded as one of the best 3-point shooters in history, but he also played in an era where the shot was used more sparingly. If Curry does finish the season around 400 3-pointers made, that would be more than Bird’s four most-prolific 3-point shooting seasons combined.Evaluating the nature of Curry’s record-setting performance this season is therefore a little different than some of those other records. While he’s shooting a career-high 46.8 percent on 3-pointers, he’s also on pace to attempt nearly 200 more 3-pointers than anyone in league history. Where Bonds broke records by becoming even more efficient with a comparable number of opportunities, Curry’s feat is maintaining and even increasing efficiency with an enormous surge in opportunities. Those things are not separate — the more threes Curry attempts, the more defenses are devoting effort and attention to stopping him. But, as Oklahoma City discovered this weekend, sometimes all the effort, attention and pressure in the world just doesn’t matter very much. Wayne Gretzky’s dominant offensive production is the closest thing to what Curry is doing this season, but even that will fall short if Curry maintains his current pace. Venturing outside the four major team sports offers just as dramatic a set of comparisons. In the entire 106-year progression of the men’s marathon world record, from Johnny Hayes’s 2:55:18 on July 24, 1908, to Dennis Kimetto’s 2:02:57 on September 28, 2014, the world has collectively shaved just 30 percent off the record.Emphasizing Curry’s pace another way, if you take the 40 percent increase he is chasing this year and apply it to those records from other team sports, these are the numbers you end up with. NBACurry3-Pointers400*39.9%48.7%48.7% NFLHarrisonReceptions14316.316.327.7 MLBHome runs73102 MLBHits262367 In an instant classic over the weekend, Stephen Curry hit a dozen 3-pointers, including the game-winner from 32 feet, while helping lead his Golden State Warriors to a 121-118 overtime win over the Oklahoma City Thunder. Halo Wars multiplayer to lose online stat tracking

first_imgEnsemble‘s Halo Wars RTS has never been the most popular entry in Bungie‘s popular Halo franchise, sad to say: the relative lack of popularity of their new take on the Covenant Wars ended up killing Ensemble off, despite the fact that they are the world-class visionaries behind Microsoft’s popular Age of Empires series of RTS games. Things are now about to get worse for Halo Wars players, too: Microsoft has decided to shut down a lot of the multiplayer services that Halo Wars players have counted on.AdChoices广告It’s not cataclysmic news. Halo Wars will still be playable online, and Microsoft will still provide matchmaking services, but they will no longer track multiplayer statistics and they’ll be folding the Halo Wars forums into the rest of the Halo community. The latter’s not really a big deal, but unfortunately, the former’s going to leave a lot of people in the lurch: stat tracking is a hugely important element to a multiplayer RTS community, especially competitively. It’s not the end of the world, no, and given Halo Wars lack of popularity, it could be a lot worse… but if you’re one of the faithful who has played Halo Wars extensively over the last year, the online experience is about to get just a little bit darker.Read more at Halo Wars forumslast_img read more

Googles 10inch Manta tablet to be announced on Oct 29

first_imgGoogle’s Nexus 7 marked one of the first marginally successful Android tablets in a sea of devices that were either overly expensive or poorly marketed. Despite attempts from nearly all of Google’s manufacturing partners, there’s been very little to compete with the iPad. As Apple prepares to compete with the Nexus 7 Best Price at Amazon by launching an iPad Mini, Google has partnered with Samsung to release a 10-inch Nexus-branded tablet with a resolution that is much higher than the Retina iPad.At this time next week, it’s reported that Google will unveil the next in their line of Nexus devices. Included in the announcement, alongside the 32GB Nexus 7 and the unveiling of the LG Nexus 4, will be a 10-inch Nexus-branded tablet. Manufactured by Samsung, the new tablet will pack a 10.1-inch 2560×1600 resolution display and an Exynos 5 processor. The display is expected to have a density of around 300ppi, making it pretty clear that the target is to use a screen that is superior to the iPad 3’s Retina display. Because Samsung is the manufacturer, the rich colors and deep blacks commonly found on their displays will no doubt be among the key features. This new Nexus tablet are said to run Android 4.2 with a UI that has been modified from the original 10-inch tablet found in Android 3.0. One of the key features to the tablet will be the multiple sign in feature, allowing for multiple users to have accounts on the device. A guest mode will also be available, which will allow someone who is not signed in to use the tablet without access to any of the personal apps and private settings. Guest users will have the ability to download apps, but their data and settings are removed as soon as the guest account is logged out.The big missing detail for this tablet is price, which has historically been an issue for 10.1-inch Android devices. If this new Nexus tablet isn’t able to compete with Apple in pricing, the tablet will more than likely join the ranks of the Android devices no one remembers.via TheNextWeblast_img read more

County attorney accused of conflict of interest

first_imgOne morning in late February, Eric Temple decided he’d had enough. Temple is the president of Portland Vancouver Junction Railroad, the company that holds the lease with Clark County to operate the rail line that runs through Chelatchie Prairie. For the last several months, Temple has been arguing with Clark County staff over how to implement a change to state law that would allow industrial development on farmland along 33 miles of the underutilized line. On that morning, he sent out an email addressed to state Sen. Lynda Wilson, R-Vancouver, and Rep. Liz Pike, R-Camas (who worked on the change to state law). He copied the entire county council and several members of county staff.“As you both might know, I’ve been very frustrated with the staff and how they’ve been presenting this law, and now believe I understand the root of the problem,” reads the email. In the email, Temple wrote that the problem is Christine Cook, a senior deputy prosecuting attorney who handles land-use issues and offered a cautious reading of the new law. Cook referred questions to Emily Sheldrick, the county’s top civil lawyer, who said she has found no conflict of interest in the case. Clark County Council Chair Marc Boldt also said he doesn’t see Cook as conflicted. The exchange is the latest in the behind-the-scenes drama as the county has sought to avoid litigation while implementing a new state law that’s expected to bring high-paying jobs to Clark County.last_img read more
