Rabat- Abdelkarim Benatiq, Minister Delegate to the Minister of Foreign Affairs, and head of Moroccans Residing Abroad and Migration Affairs, recently held a meeting with more than 300 members of the Moroccan community living in Germany, calling them to join and contribute effectively to the development project initiated by King Mohammed VI.“We can not conceive the future of Morocco without the contribution of Moroccan skills and energies established abroad,” Benatiq said during two consecutive meetings with the Moroccan community living in Germany, held respectively in Frankfurt and Düsseldorf on Saturday and Sunday. During these meetings, attended by the Moroccan consul in Frankfurt, Mohamed Achkalou, and in Dusseldorf, Jamal Chaibi, the minister stressed that investment in human capital must be part of Morocco’s future development project, which requires, now more than ever,skills that have developed in a major economic power like Germany, with special attention assigned first generation immigrants, given “their tireless efforts and sacrifices made in various stages.” The minister delegate also called on civil society actors working for the MRE to advocate with local officials and elected officials, in order to integrate the teaching of Arabic language into the formal education system of their country of residence.The meeting was attended by the heads of departments and institutions concerned with the affairs of Moroccans residing abroad, including the dean of the Royal Institute of Amazigh Culture, representatives of the Moroccan Embassy in Germany, the director of the National Agency for Land Conservation, Cadastre and Cartography, the director of Studies, Communication and Development at the CNSS, and representatives of the Administration of Customs and Indirect Taxes of the General Confederation Entreprises of Morocco (CGEM) and the Central Guarantee Fund (CCG).
18 March 2008A five-year decline in asylum applications in developed countries turned around in 2007 largely because of Iraqis fleeing violence in their home country, according to statistics released today by the United Nations refugee agency. “For the second year running, Iraqis topped the list of asylum-seekers in the world’s industrialized countries,” according to a press release from the UN High Commissioner for Refugees (UNHCR) that summarizes the findings of the report entitled Asylum Levels and Trends in Industrialized Countries 2007. In total, some 338,000 new applications for refugee status were submitted in 43 industrialized countries last year, according to the report, which is based on information provided by governments. That figure represents a 10 per cent rise compared to 2006, when 306,300 asylum claims were registered, the lowest number of applications in 20 years. Between the two years, the number of Iraqis applying for asylum almost doubled, from 22,900 in 2006 to 45,200 last year. The other top countries of origin of applicants in 2007 were the Russian Federation (18,800), China (17,100), Serbia (15,400) and Pakistan (14,300). Other groups recording a significant rise in applications last year were Pakistanis (up 87 percent), Syrians (up 47 per cent) and Somalis (up 43 per cent). In its release, UNHCR points out that Iraqi asylum-seekers in industrialized countries represented only one per cent of the estimated 4.5 million Iraqis uprooted by conflict. More than 2.5 million people remain displaced within Iraq and another two million have fled to neighbouring countries such as Syria and Jordan, the agency said.

Word of Counter-Strike: Global Offensive has been out for a couple of weeks now, but the game seems to be further along than some of us might have guessed. The newest addition to Valve’s popular tactical first-person shooter series was announced earlier this month and little had been uncovered about it aside from that it will launch on Steam, PlayStation Network, and Xbox Live, some time in early 2012. It will only be sold via digital distribution.That lack of information persisted until yesterday, when Kotaku’s Stephan Totilo got the chance to spend an hour playing CS:GO. During his session at Valve’s Bellevue, Washington headquarters he played through four of the games map’s, all of which were remakes of original maps from older versions of Counter-Strike. This was apparently Totilo’s first time playing the game (which is much different than the typical shooter) so his comparisons to the older titles, like CS 1.6 and CS: Source, are limited, but he was able to get some useable information. Notable info includes: there will be 7 maps (5 Bomb/Defuse and 2 Hostage Rescue), classic makes like Dust and Nuke are returning (we already knew this) but with slight tweaks to improve play, and that there is a casual mode that does away with the game’s system of purchasing weapons (and rewarding winners).Perhaps the most interesting part of the article is about the casual mode, which could make the famously unapproachable game–where newbies tend to die in just a few seconds–more accessible. Little is said about it except that the player will be able to buy weapons without any consideration as to their cost (so you don’t need to win a lot, and rack up money, to get good weapons). The article quickly goes on to note that the experts/pros are being considered as well. The CS:GO attempts to “raise the skill ceiling” and seems to be committed to maintaining the legacy of Counter-Strike being a game for the most serious of players.After that the article gets into more details: the new weapons, how servers will work on Steam and XBL/PSN, and so on. Stay on target Researchers have named four of six bald-legged spiders recently discovered in Colombia Stormtropis, after the Star Wars Stormtroopers soldiers, for their identical appearance and ability to camouflage.Despite being widely distributed across north and central South America, bald-legged spiders had never been confirmed in Colombia until a recent study led by Carlos Perafan, Fernando Perez-Miles (Universidad de la Republica, Uruguay), and William Galvis (Universidad Nacional de Colombia) and published in the open-access journal ZooKeys.The four spiders were unable to fit into any already existing genus, so the scientists had to create a brand new one for them.“The stormtroopers are the soldiers of the main ground force of the Galactic Empire. One of those was Mark Kuchera, general manager of Houston’s Premiere Boating Center.Kuchera spent several long days doing rescues in north Harris County where he picked up flood victims in his 16-foot duck boat. He said the water was so high they were pulling people out of second-story windows. He also had an encounter with a very large submerged object.“It was getting dark and I saw two silver things, and I’m like, what is that?” said Kuchera. “I had just went between two smokestacks of an eighteen-wheeler.”We met Kuchera at the Houston Summer Boat Show, where many people are shopping to replace boats that were lost in Harvey’s floods. Some owners saw their boats crushed by floodwaters that engulfed boathouses. Other boats sunk or simply floated away.Kuchera said he has gotten questions from some prospective customers about how to outfit a boat for rescues in the event of another big storm.“Most of the best boats I saw doing water rescues were aluminum-style boats,” added Kuchera. “A good, 16-to-22 foot aluminum boat, it can take a lot of abuse if you were to hit a mailbox or something like that without doing damage.”And Kuchera said it’s also good to have some extra safety equipment on hand.“I normally only have enough life jackets in the boat for how many people I know are going on the boat with me. But when you see people that are wading in water, not sure of where they’re going, it’s just real helpful to be able to chunk them a life jacket,” said Kuchera. “I probably lost four life jackets and I don’t care because that person needed that life jacket a whole lot worse than I did.”We also got some recommendations from David Christian of LMC Marine Center in Houston. He said if you’re looking for something for rescues, consider a boat that doesn’t sit too deep in the water.“Most of your fishing boats, saltwater fishing boats, are designed to work in shallow water,” explained Christian. “It also happens to be what you need to float down a street.”As for what you want to put on the boat, Christian said a spotlight and GPS are helpful for night rescues. A hydraulic jack plate can protect your outboard motor in shallow water. And something as simple as a long rod or stick can help you determine the depth of the water in unfamiliar places.But whatever you have on hand, Christian says being ready to help is the most important thing.“The good news is, having a boat is 90 percent of it.”The Houston Summer Boat Show runs through Sunday at NRG Center.

That’s more than half the total number of executions that took place in the United States this year — 25.The number of people Texas put to death increased substantially from the last two years as the Texas Court of Criminal Appeals halted far fewer executions. Seven men died in the state’s execution chamber in both 2016 and 2017, when the state’s highest criminal court stayed at least twice as many executions as it did this year.At the same time, the death row population in Texas — and the nation at large — reached historic lows this year, according to the Death Penalty Information Center report, which noted that the total number of people with active death sentences nationwide is at a 25-year low.The number of inmates living with a death sentence in Texas has dropped consistently since 2003. There are currently 224 inmates awaiting execution, according to the state’s prison system.Texas usually leads the nation every year in the number of prisoners it puts to death and has executed far more people since the death penalty was reinstated in 1976 — more than 550. The state with the second-highest number of executions, Virginia, has racked up 113, according to the Death Penalty Information Center.In the last twenty years, Texas has had fewer executions than another state only twice.Here are some of the big changes that happened with the Texas death penalty this year:Executions, new death sentences went up, but remain lowThe rise in executions this year in Texas also coincides with an increase in new death sentences. In 2018, seven men — all people of color — were added to Texas’ death row, according to the report from the Texas Coalition to Abolish the Death Penalty. That’s a jump from last year, when four men were sentenced to death. In 2015 and 2016, only three men got the punishment.But the relative increase comes at a time after both executions and death sentences in Texas and the nation reached historic lows. By comparison, Texas juries handed down 48 new death sentences in 1999, and executed 35 people.The parole board, governor reduced a death sentence for the first time in more than a decadeIn February, the Texas parole board unanimously voted to recommend clemency for Thomas Whitaker, who was convicted in the death of his mother and brother in an inheritance money scheme. Minutes before his execution was scheduled to proceed, Republican Gov. Greg Abbott accepted the board’s recommendation and changed Whitaker’s sentence to life in prison.It was the first time the board recommended the lesser sentence since 2009, and the first time a governor signed off on that change since 2007. Still, Abbott emphasized his support of the death penalty, noting that he had allowed more than 30 executions to take place since he took office in 2015.The Texas Court of Criminal Appeals stopped fewer executionsThe state’s highest criminal court stopped significantly fewer executions in 2018 than other years in recent history. Of the three executions the court halted, two were specifically tied to a 2017 U.S. Supreme Court ruling that invalidated the Texas court’s method of determining whether a death row inmate is intellectually disabled and therefore ineligible for execution.In 2017, the state’s Court of Criminal Appeals stopped six executions during lateappeals, and in 2015 and 2016, it halted eight and seven respectively, according to the Texas Coalition to Abolish the Death Penalty.The court, consisting of nine Republican judges, is also losing its most vocal death penalty critic, Judge Elsa Alcala, at the end of the year. She did not run for re-election and will be replaced by Republican Michelle Slaughter, who defended the death penalty in February during her primary campaign but said any reforms should stem from legislation and not court rulings.

The nation’s economy came to a screeching halt in the first quarter as investments in business and residential projects struggled.According to numbers put out by the Commerce Department’s Bureau of Economic Analysis (BEA) Wednesday, real gross domestic product (GDP) grew at an annualized rate of 0.1 percent in Q1, a plunge from the final 2.6 percent growth rate reported for Q4 2013. Economics surveyed by Bloomberg projected a consensus forecast of 1.1 percent growth.The sudden slowdown reflects in part the toll this year’s winter season took on economic expansion, though not all changes were weather-related. One anticipated decline was in real private inventories, which knocked more than half a percentage point off of GDP growth as business cut down on supplies.“We really expected the inventories to whack GDP growth fairly significantly,” commented Brendan Lowney, principal and macroeconomist at Forest Economic Advisors (FEA). “They had built up over the past few quarters, and we were due for that correction.”Also continuing on its downward path was residential fixed investment, which declined at an annual rate of 5.7 percent as homebuilding and sales turned up largely disappointing numbers throughout the year’s opening months.Not all of Wednesday’s report was negative, however: Personal consumption expenditures, while slower compared to the fourth quarter, still grew at a rate of 3.0 percent, while federal government spending actually contributed to economic growth after a long period of drag.With other economic indicators showing more positively—in particular employment, which has picked up after a few slow months—analysts don’t expect the early GDP numbers to affect any policymaking at the Federal Open Market Committee’s April meeting, which ends Wednesday. The meeting is expected to end with the announcement of further cuts in the Federal Reserve’s stimulative asset purchases program.Still, even with two more revisions to Q1 growth scheduled for the coming months, final GDP numbers seem poised to come up short of initial expectations.
