Sydney Mines Gets Affordable Rental Housing

first_img Residents of Sydney Mines will soon have access to moreaffordable rental housing with the approval of a $1.3-million,20-unit project under the Canada-Nova Scotia Affordable Housingagreement. Nova Scotia Community Services Minister, David Morse, and Memberof Parliament Mark Eyking, on behalf of Joe Fontana, federalMinister of Labour and Housing, made the announcement today, Nov.26. “This project is going to be of great benefit to Sydney Minesbecause it addresses an identified need for affordable rentalhousing for both seniors and non-elderly singles in thecommunity,” said Mr. Morse. “This is the first project to beannounced for Cape Breton and we look forward to working withinterested parties to develop more affordable housing in theregion.” “The government of Canada is committed to supporting affordablehousing for those Canadians who need it most,” said Mr. Eyking.”We are pleased to be making this investment to create affordablehousing units for residents of Sydney Mines. Together with ourpartners, we are helping to build healthy, sustainablecommunities across the province.” The project will receive funding from both levels of governmentand the developer. Ottawa sees Ontario stance on CPP as roadblock to expanding pension plan

OTTAWA — Federal sources say Canada’s most populous province has become a roadblock in work to gain the required support from provinces to make reform and expand the Canada Pension Plan.Ontario’s position in the ongoing talks is that it wants reforms to the Canada Pension Program to dovetail with the provincial pension program Ontario has vowed to create.Ontario Finance Minister Charles Sousa says he plans to use the Ontario program as leverage in negotiations for timely amendments to the national program, but doesn’t want to obstruct ongoing talks.Ontario to continue to push for CPP expansion as it moves ahead on own schemeFederal, provincial and territorial finance ministers will meet near the end of June in Vancouver where CPP reform will be a key part of the agenda.Federal Finance Minister Bill Morneau has said he wants to see a deal for an expanded CPP completed by the end of the calendar year.Sousa says the talks will all be for naught if a majority of provinces don’t signal their backing for immediate changes to the pension plan at the June meeting. read more

OPP firing range has nearby residents upset

Concerned Norfolk residents are fighting to shut down an OPP firing range near their homes.They say the noise, stray bullets flying everywhere, and lead contamination are not acceptable. And tonight, they asked county council to put a stop to it.Residents packed council chambers here tonight, voicing concern over the firing range. It’s at a pit owned by the county. But residents say it’s an illegal firing range that hasn’t been approved by the county and it’s dangerous.The sound of gun shots reverberate through the Bonnie Heath Lavender Farm in Norfolk County. The idyllic silence pierced by the sound of gunshots for hours a day most of the year. The Buehner family has lived beside the pit the OPP use as a firing range for 25 years. The noise is a problem, but they are more concerned about stray bullets. Buehner says they found 18 bullets on their farm since the end of September, putting her family and farm employees at risk.Anita Buehner, Bonnie Hill Lavender Farm: “All the times we’ve been told we are absolutely safe and having found this number of bullets. I no longer feel safe and I won’t put my workers or ourselves at risk.”But the OPP says it’s safe and disputes the claims of bullets landing in the lavender.Zvonko Horvat, OPP Detachment Commissioner: “I don’t believe those bullets based on our safety aspects of our training would have made their way there.”There’s no estimate on how many lead bullets have gone into the pit over the years but residents are also concerned about the amount of lead contamination.Anita Buehner: “No one has ever considered the contamination of our water system and our well is less than 400 meters away from that sand bank where all of those lead bullets are.”The OPP admits it’s time to clean up all those bullets. It says the organization will foot the bill, but it won’t be cheap.Duncan McLelland, OPP Facilities Manager: “Yes, we are cleaning it up, the $900,000 is because you have two ranges on that particular site and an average range is $350 – 500,000. This type of clean up is going to take two to three months and we are looking at the 2015 year to clean it up.”The OPP wants to continue to use the range and is asking council for a lease on the pit. But residents say no way.Regina Homeniuk, resident. “There’s a church in this community. There was a funeral and right as the minister is trying to say prayers in the cemetery, the shooting starts.”They want the shooting to stop.Residents say there are 270 legal firing ranges in Ontario and the OPP could easily use any one of those. They’re calling on council to formally reject any notion of leasing this property to the police. Police will go to council with their side of the story at the next council meeting. read more

UN urges greater use of advance passenger information to stem flow of

“Today, we have indications that more than 25,000 people have travelled abroad from more than 100 States to join terrorists groups, including the Islamic State in Iraq and the Levant (ISIL),” said Hassan Baage, Deputy Director of the Assessment and Technical Assistance Office of the UN Counter-Terrorism Committee Executive Directorate (CTED). “API is an electronic communications system that collects a passenger’s biographical data and basic flight details provided by an airline carrier,” he explained at a press conference at UN Headquarters. The data is generally collected from the passenger’s passport or other government-issued travel document at the time of check-in, and includes details such as a passenger’s name and date of birth.Last September, the Security Council adopted a resolution calling on Member States to require that airlines operating in their territories provide API to the appropriate national authorities in order to detect the departure, from their territories, of individuals designated by the Al-Qaida Sanctions Committee.According to a report by CTED, only 51 Member States currently use an API system, despite their potential to interdict foreign fighters and to enhance border and aviation security generally.Further, only 12 of these 51 countries have interactive API systems that are able to conduct passenger risk assessments in near real-time, “alerting border-control agencies and airline carriers to potential FTFs [foreign terrorist fighters] before they board a flight.”A number of factors explain the low usage, such as the complexity of the systems and the high degree of technical capacity and skill they require, their costs and the privacy and data-protection-related concerns to the collection and use of API, the reports notes. With respect to the low usage of API, privacy and data-protection concerns have received the most attention as potential causes, noted Mr. Baage. “However, as API being essentially the data contained in the machine-readable zone of a passenger’s passport, the transfer of API to border-control authorities only gives border-control authorities earlier access to passenger data that would otherwise be presented by the passenger to such authorities for inspection upon arrival.”To overcome the key challenges that API is facing, the reports makes 12 recommendations, including the development – with the International Civil Aviation Organization (ICAO), the International Organization for Migration (IOM), the World Customs Organization (WCO), and the International Air Transport Association (IATA) – of plans and projects, with a particular focus on States affected by the foreign terrorist fighter phenomenon. read more

Everyone knew it, but no one in the New York Knicks hierarchy said it. Until now.General manger Glen Grunwald finally addressed the team’s decision to not match an offer sheet Jeremy Lin signed with the Houston Rockets this summer.“Basically, it comes down to the fact that Houston made a commitment to him that we weren’t prepared to make,” Grunwald said on Monday about the 3-year, $25.1 million offer the Rockets made to Lin last July. “But I’m very happy for Jeremy that things worked out for him personally and for his family and I wish him the best.“I’m more excited for our team, the team we assembled right now. We’re very excited and optimistic about this coming year.”Added coach Mike Woodson: “I’m not going to discuss Jeremy Lin. I think as a franchise we wish Jeremy nothing but the best. It’s a process that we went through and we were able to get a player by the name of Raymond Felton, and a guy by the name of Jason Kidd, a Pablo (Prigioni) in here. … As an organization and as coach I wish Jeremy nothing but the best.”Meanwhile, Lin said to the Houston Chronicle Monday on why he signed with the Rockets: “(The Rockets) talked to me about building the culture, about how Coach (Kevin) McHale wants to play, what he believes in. So the team decided to let him walk to Houston and instead obtained Felton in a sign-and-trade with Portland.Felton thrived in a previous stint with the Knicks, averaging 17 points and nine assists in 54 games during the 2010-11 season. He was sent to Denver in February of that year in the trade that brought in Carmelo Anthony.Now he’s back. The 28-year-old had a sub-par season in Portland last year. They now have eight girls and two boys, and will have four more after this year’s breeding season, she said.The goal of their ranch is to make alpaca products with wool from alpacas on their farm. An additional study of nearly 600 patients with over three years of follow-up reported similar outcomes, leading researchers to conclude that strut-based brachytherapy is a “well-tolerated, effective treatment” for many women with early-stage breast cancer.SAVI is a strut-based applicator that delivers a form of accelerated partial breast irradiation (APBI) known as breast brachytherapy, a five-day course of targeted radiation for early-stage breast cancer. Data came from the SAVI Collaborative Research Group, which studies the long-term outcomes of women treated with strut-based brachytherapy, and was presented at the 56th annual meeting of the American Society for Radiation Oncology (ASTRO), Sept. 14-17, 2014.The five-year data is the most mature follow-up of the largest cohort of patients treated with strut-based brachytherapy to date. The ipsilateral breast tumor recurrence rate (IBTR) was 3.0%, and late toxicity rates were low, including telangiectasisas (1.6%), seroma (3.2%) and fat necrosis (0.5%). Good/excellent cosmesis was seen in more than 93% of patients at all times of follow-up. “Over the years, our data have continually shown strut-based brachytherapy to be a safe and effective treatment for lower risk breast cancers. With five years of follow-up, this study confirms that it can be offered as an option to any APBI-eligible patient,” said lead author Catheryn Yashar, M.D., a radiation oncologist at UC San Diego’s Moores Cancer Center, La Jolla, Calif., and co-principal investigator of the SCRG. “In addition to excellent local control, the low toxicities and great cosmetic outcomes clearly demonstrate the benefits of a highly targeted treatment that reduces unnecessary radiation exposure to healthy tissue and critical structures.”A second study of an even larger patient population demonstrates similarly favorable outcomes with strut-based brachytherapy. Out of 596 patients with 39-months median follow up, the study authors report excellent local control (IBTR = 2.8%), good/excellent cosmesis in over 94% of patients, and low rates of toxicities (telangiactasias — 1.0%; seroma — 3.0%; fat necrosis — 0.8%).A third, single-institution study also presented at ASTRO compared the dosimetric capabilities of the SAVI applicator to balloon-based brachytherapy catheters. In a retrospective analysis of 535 patients, researchers concluded the dosimetric flexibility of the strut-based device was more effective than balloon-based devices in minimizing unnecessary radiation to the skin and ribs while maintaining effective tumor control.“The goal of breast brachytherapy is to intensify treatment to the area most at risk for recurrence, targeting just the affected part of the breast in order to achieve effective tumor control while reducing toxicity and achieving better cosmetic outcomes,” said study author and radiation oncologist Robert Hong, M.D., Virginia Hospital Center, Arlington, Va. “Our study demonstrates that while all breast brachytherapy catheters are capable of achieving this goal relative to whole breast irradiation, the unique strut-based design of the SAVI applicator makes it significantly more effective in minimizing dose to normal tissue without compromising coverage of the target tissue.”Strut-based brachytherapy is used as part of breast conservation therapy (BCT), which consists of a lumpectomy followed by radiation therapy. Whole breast irradiation (WBI) radiates the entire breast, including healthy tissue and underlying structures, while breast brachytherapy delivers targeted radiation to the area immediately surrounding the lumpectomy cavity. The clinical benefits of targeted radiation like brachytherapy include reduced radiation exposure to healthy tissue, better cosmetic results, fewer long-term side effects, and preserving more treatment options in the future in the event of a recurrence or new primary cancer.Patient eligibility for breast brachytherapy includes lower risk cancers, as well as a number of other factors, including tumor size, age, margin status and lymph node involvement. It is the largest randomized single-institution study with the longest follow-up period on this topic to date.The study enrolled 300 men and followed them over a median period of 11 years after treatment. Half had received H-IMRT and half had received C-IMRT. Men in both groups also received standard-of-care androgen deprivation therapy (ADT) when it was indicated. H-IMRT delivers more radiation per treatment session, allowing patients to complete treatment over a much shorter period than C-IMRT (5 ½ weeks versus 8 weeks). Advantages include fewer medical appointments, lower costs and more efficient utilization of clinical resources.Vladimir Avkshtol, M.D., a radiation oncology resident at Fox Chase, presented the results at an oral session at the 60th Annual Meeting of the American Society for Radiation Oncology (ASTRO), Oct. 21-24 in San Antonio, Texas.At five years and 10 years after treatment, men who had received either form of therapy showed similar results on several measures, including prostate-specific antigen (PSA) control and overall survival. There was initially some cause for concern over a trend toward higher rate of developing metastases in men in the H-IMRT group; however, this was not statistically significant and no subset of patients seemed to be at higher risk on further analysis.“Our analysis shows that for most men with localized prostate cancer, H-IMRT is a viable option and should be considered for most men.
